MEASURE “V” PREVENTS LOCAL TAXES BEING SEIZED BY KERN COUNTY
1.) What is our current tax rate?
The California state sales tax rate is 7.25%. Local municipalities, including Ridgecrest, can approve sales tax increases up to 2%. Currently, Ridgecrest's sales tax rate is 9.25%, which includes the state rate and the 1% from Measure V. Measure V is not a new tax but a continuation that was first approved by voters in 2016 with a 64.18% approval rate, replacing the previous Measure L. Measure V is set to expire in March 2025 unless renewed.
2.) Who pays sales tax and on what?
Sales tax applies to anyone purchasing goods within Ridgecrest. This includes residents, non-residents, and county residents who shop in the city. The City estimates that 47% of sales tax revenue comes from non-residents, significantly contributing to local needs. Taxable items include tangible personal property, while food and prescription drugs are exempt.
3.) What are other regional sales tax rates?
Bakersfield has a sales tax rate of 8.25%, Lancaster is at 10.25%, and Victorville is at 8.75%. Ridgecrest’s 9.25% rate remains competitive while ensuring funds are directed to essential services.
4.) Are any other sales tax measures on the ballot?
Kern County has proposed a 1% sales tax increase for unincorporated areas. Ridgecrest, as a municipality, would not be subject to this tax, but this could indicate future countywide tax proposals.
5.) What happens if both Measure V and a County Tax measure pass?
State law caps local sales tax rates at 2%. If Measure V is renewed, Ridgecrest will secure this 2% cap for local funding, preventing Kern County from imposing additional taxes within the city.
6.) What protections are in the measure to protect taxpayers from government misappropriation?
Measure V includes a Citizen Oversight Committee appointed by the City Council to provide annual public reports, ensuring transparency and accountability. The City of Ridgecrest has a proven record of fiscal responsibility, making sure taxpayer dollars are used effectively.
